2010 - Pensions and early retirement in the construction industry


In 2010-2011 the EFBWW carried out a project on "Pensions and early retirement in the construction industry", with the financial support of the European Commission.
The project had various objectives.
Firstly, preparing national reports on (early) retirement schemes in various countries. Quite detailed national reports on the existing national (early) retirement schemes in the construction industry were prepared by national experts. The following countries are described: Austria, Finland, France, Denmark, Switzerland, Germany, Belgium, United Kingdom, the Netherlands, Latvia, Italy, Poland, Romania, Spain and Sweden.

Secondly, to exchange information on (early) retirement schemes in the construction industry through the Open Method of Coordination. This objective was achieved during the seminar which took place in Krakow (Poland) on 18 and 19 March 2011 and where the national reports were presented, assessed and discussed in a broader group.

Thirdly, to draft/agree on a common benchmark based on positive experiences, which could serve as a common policy guideline for trade union officials responsible for the (early) retirement schemes in the construction industry. These discussions took place within the internal bodies of the EFBWW. Based on the outcome of the study 10 point were selected on which the EFBWW agreed that they be used as benchmarks – see below:

Next to the existing national reports, an abstract was drafted, which contains the most important elements of the study which are relevant at EU-level.
